Technically yes, your new shield may be better. The equipment is tiered: Blue = Common. Purple = Rare. Gold = Legendary. Legendary equipment will have special effects added to them (such as bleed on hit, health on kill, sleep on block, flaming arrows you get the idea). The purples will as well but not to the same extent.

Thats usually when the enemy does a big windup attack. If it's an enemy that's doing their own "Overpowered" attack that you see where their weapon turns reddish / orange just dodge. The way I deal with them is to use an OP attack of my own, or dodge, quick hit, or hold Y to charge my heavy attack and use that on them.
